As the most populous city in NSW — and one of Australia's most diverse — Blacktown is long overdue for a city centre that reflects its scale. With its population projected to reach 615,000 residents by 2041, that transformation is now underway.
Walker Corporation — the developers behind Parramatta Square — have revealed their Blacktown City Centre redevelopment will be called Blacktown Quarter. The investment totals more than $2 billion, with the goal of delivering a genuine urban transformation that will change how people think about Blacktown. For families who live, work and raise kids across Western Sydney, this is an exciting move forward.
Big Things Are Coming to Blacktown: Inside the $2.5 Billion Blacktown Quarter
Blacktown Quarter is a major new precinct being delivered in partnership between Walker Corporation and Blacktown City Council. The vision is to transform the existing CBD into something more vibrant, connected and genuinely liveable, with premium office spaces, education, healthcare, restaurants, cafes, green public spaces and wide pedestrian walkways woven together in the heart of the city.
Artist's impressions reveal a future CBD that mixes premium commercial office space, education and health with restaurants, retail and what is planned to be the largest public domain in Sydney. Gone are the days of driving in, parking and leaving. The new Blacktown Quarter is designed to be a destination in its own right.
The precinct will sit alongside Main Street, Westpoint and public transport connections, so it'll slot into the daily rhythms of Western Sydney families rather than asking them to go out of their way to reach it.
For families, the green public spaces element deserves a particular mention. The plans include generous parks and open plazas designed for everyday use, where kids can run around, families can meet for lunch, and the city feels like a place to linger rather than a place to pass through.
Jobs, Healthcare and Education Closer to Home
For families, one of the most compelling things about the new Blacktown Quarter is what it promises on the practical side. The development is projected to deliver more than 1,000 construction jobs over five years and permanently add more than 4,500 jobs and over $1 billion annually to the city's local economy.
In one of the largest community surveys ever undertaken in the city — canvassing more than 2,700 Blacktown residents and visitors aged 12 to 85 — locals said they want job opportunities within a walkable 30-minute radius, more cafes and restaurants, and improved nightlife. Blacktown Quarter is designed to deliver all of that.
The masterplan also focuses on education — the precinct will create an innovative learning precinct offering opportunities for locals — alongside plans for healthcare, including the long-discussed Blacktown Brain and Spinal Institute.
What the Community Wants and is Getting
78% of survey respondents endorsed Blacktown City Council working with Walker to deliver the revitalisation, with jobs, green public spaces, improved safety, better transport connectivity, day-to-night dining and environmentally sustainable design named as the most important inclusions.
More than 90% of people surveyed said sustainable design and environmental considerations must be factored into the masterplan, through Green Star buildings, eco-friendly architecture and improved public transport connectivity.
Blacktown City Council Mayor Brad Bunting summed it up well: "This is about building a city that reflects who we are, creating thousands of new jobs, keeping opportunities local and making Blacktown a place where people want to live, work and spend time."
When is Blacktown Quarter Opening?
Blacktown Quarter is officially on the move, but there's no single opening date just yet. Early works are now underway on the $2.5-billion CBD transformation, which will roll out in stages rather than opening all at once. The new precinct could take around 7 to 10 years to be completed.
